A 42-YEAR-OLD MAN IS UNDER ARREST FOR ALLEGEDLY PHONING IN A BOMB THREAT TO LSU THAT EMPTIED THE CAMPUS MONDAY. WILLIAM BOUVAY IS ACCUSED OF MAKING THE CALL FROM A DEACTIVATED CELL PHONE INVESTIGATORS WERE ABLE TO TRACK THE PHONE AND GET A G-P-S LOCATION ON BOUVAY. SO FAR, AUTHORITIES ARE NOT RELEASING A POSSIBLE MOTIVE IN THE CASE. UNIVERSITY POLICE SAYS THEY ARRESTED BOUVAY IN 2004 FOR MAKING THREATENING CALL TO A FORMER GIRLFRIEND WHO WORKED AT THE SCHOOL.

THE FINAL OF THREE FORUMS TO GATHER PUBLIC INPUT ON THE NEXT RAPIDES PARISH SCHOOL SUPERINTENDENT IS TONIGHT AT 6 AT GLENMORA HIGH SCHOOL. THE CONSULTANT CONDUCTING THE FORUMS WILL COMPILE A REPORT ABOUT THE COMMENTS MADE AT THE FORUMS FOR THE SCHOOL BOARD. THEY WILL ALSO USE THE COMMENTS AS GUIDELINES IN SCREENING APPLICANTS FOR THE POSITION.

STATE-MANDATED TESTING HAS BEEN DELAYED AT BRAME MIDDLE SCHOOL. THE PROBLEM, DUE TO ITS LARGE STUDENT POPULATION, THE SCHOOL NEEDS FOUR MORE TEACHERS, BUT THOSE TEACHERS CANNOT BE HIRED OR TRANSFERRED BY ANYONE BUT A SUPERINTENDENT AND CURRENTLY THERE IS NO SUPERINTENDENT IN CHANGE.
LOUISIANA MANDATES THAT EACH TEACHER HAVE NO MORE THAN 33 STUDENTS IN A CLASS. PARISH RULES TRY TO KEEP THAT NUMBER DOWN TO 25 PER TEACHER. CURRENTLY, BRAME, WITH A STUDENT POPULATION OF 979, IS AT AN APPROXIMATE 33-TO-1 RATIO.

30-YEAR-OLD BRETT MICHAEL LOWERY OF PINEVILLE FACES OBSCENITY AND DRUG CHARGES AFTER HE WAS CAUGHT TUESDAY MASTURBATING IN A LOUISIANA COLLEGE PARKING LOT. POLICE RECEIVED A CALL FROM SECURITY AT LOUISIANA COLLEGE THAT FOUR FEMALE STUDENTS HAD SEEN A MAN IN THE PARKING LOT OF A FEMALE DORMITORY.
WHEN OFFICERS ARRIVED, THEY FOUND THE SUSPECT SITTING IN A CAR PERFORMING THE ACT. AFTER MORE INVESTIGATION, POLICE FOUND SUSPECTED MARIJUANA AND A SMOKING PIPE. LOWERY IS NOT A STUDENT AT THE COLLEGE.

THE TERREBONNE PARISH SHERIFFS OFFICE IS INVESTIGATING A DOUBLE HOMICIDE YESTERDAY IN HOUMA. 24-YEAR-OLD ALYCE CHAUVIN AND 29-YEAR-OLD TROY HEBERT WERE FOUND DEAD IN A HOME THERE. MAJOR MALCOM WOLFE SAYS THE VICTIMS DIED FROM APPARENT GUNSHOT WOUNDS AND WERE PRONOUNCED AT THE SCENE. HE SAYS THEY HAVE BEEN INTERVIEWING PEOPLE WHO KNEW THE COUPLE AND CRIME STOPPERS IS ASSISTING IN THE INVESTIGATION.

THIBODAUX REPRESENTATIVE DEE RICHARD IS SPEARHEADING THE EFFORT TO HAVE THE LEGISLATURE CALL ITSELF INTO SPECIAL SESSION. RICHARD SAYS HE AND A NUMBER OF LEGISLATORS, ARE NOT HAPPY ABOUT CUTS GOVERNOR JINDAL HAS MADE TO THE BUDGET SINCE THE LAST SESSION ENDED. RICHARD SAYS THE GOVERNOR'S CUTS HAVE CLOSED HEALTH CARE FACILITIES, SHUT DOWN STATE PRISONS AND IMPACTED EDUCATION.

SPEAKING OF PRISON CLOSURES, GOVERNOR BOBBY JINDAL DEFENDS THE CLOSURE OF A STATE PRISON IN BEAUREGARD PARISH AS GOOD FINANCIAL SENSE. THE GOVERNOR WAS UNDER FIRE FROM SOME LAWMAKERS FOR THE SEEMINGLY SUDDEN DECISION TO CLOSE PHELPS CORRECTIONAL CENTER. HE SAYS IT CAME DOWN TO DOLLARS AND CENTS. MR. JINDAL SAYS HOUSING INMATES AT PHELPS COSTS TAXPAYERS ABOUT $50 A DAY. BY MOVING THEM TO ANGOLA AND ONE OTHER FACILITY, THAT COST CAN BE REDUCED TO AROUND $16. HE SAYS DEPARTMENT OF CORRECTIONS SECRETARY JIMMY LEBLANC MADE THE RIGHT CHOICE. AREA LAWMAKERS ARE UPSET THEY WEREN'T EVEN CONSULTED ON THE DECISION.

STATE POLICE SAY A HIT AND RUN ACCIDENT IN JEFFERSON PARISH HAS CLAIMED THE LIFE OF A FIVE YEAR OLD BOY AFTER HE WAS RUN OVER WHILE RIDING HIS BICYCLE. THE DRIVER FLED THE SCENE BUT WAS DETAINED BY A CITIZEN IN A NEARBY PARKING LOT. 22-YEAR-OLD STESHONDIA STACKHOUSE, WAS LATER APPREHENDED BY TROOPERS AND ARRESTED FOR HIT AND RUN AND NO DRIVERS LICENSE.

THE COUNCIL VOTED 8-1 TO RENEW A CONTRACT WITH THE STATE-OWNED FACILITY THAT CALLS FOR THE ANNUAL FINANCIAL SUPPORT, A SUBSTANTIAL PART OF THE CAJUNDOME’S $7.2 MILLION OPERATING BUDGET. THE AGREEMENT ALSO OFFERS THE CAJUNDOME THE ABILITY EACH YEAR TO DRAW ON A $100,000 FUND FOR CAPITAL PROJECTS ON AN AS-NEEDED BASIS.

RESIDENTS IN IBERIA PARISH WILL NOT HAVE THE CHANCE TO CONSIDER LEGALIZING VIDEO POKER IN THE PARISH DURING THE NOV. 6 ELECTION BECAUSE THE ITEM HAS BEEN REMOVED FROM THE BALLOT. PARISH LEGAL ADVISER DEAN WATTINGY SAID VIDEO POKER WAS REMOVED FROM THE BALLOT BECAUSE THE PROPER PROCEDURE IS TO HAVE THE LEGISLATURE APPROVE THE ELECTION BEFORE IT COMES TO A PARISH WIDE VOTE.

AT&T IS BRINGING ITS "IT CAN WAIT" MOVEMENT TO LOUISIANA TO URGE MOTORISTS TO STOP TEXTING AND DRIVING. ACCORDING TO THE NATIONAL SAFETY COUNCIL, SOMEONE IS KILLED OR INJURED ONCE EVERY FIVE MINUTES IN A CRASH INVOLVING A DRIVER WHO WAS TEXTING. AT&T SPOKESPERSON SUE SPERRY SAYS THEY ARE HOLDING AN EVENT AT DILLIARD UNIVERSITY IN NEW ORLEANS TODAY, THEY'LL BE AT BATON ROUGE HIGH SCHOOL TOMORROW AND IN LAFAYETTE ON SATURDAY. SPERRY SAYS THEY ARE URGING EVERYONE AT THESE EVENTS TO SIGN A PLEDGE THAT SAYS THEY WILL NEVER TEXT AND DRIVE AGAIN. SHE SAYS NO TEXT IS WORTH DYING FOR.
