THE RAPIDES PARISH SHERIFF’S DEPARTMENT REPORTS A 47-YEAR-OLD ALEXANDRIA MAN HAS BEEN CHARGED WITH THREE COUNTS OF AGGRAVATED RAPE AND ONE COUNT OF AGGRAVATED INCEST. TONY PENNYWELL WAS CHARGED AFTER HE WAS FOUND AT A RESIDENCE IN PINEVILLE. ALSO AT THE RESIDENCE WAS 29 YEAR OLD DATHAN JOHNSON, 29, OF PINEVILLE, WHO WAS FOUND IN BED WITH A JUVENILE, ACCORDING TO DEPUTIES. JOHNSON WAS CHARGED WITH THREE COUNTS OF AGGRAVATED INCEST. BOTH ARE BEING HELD PENDING LARGE BAIL AMOUNTS.

AMERITAS TECHNOLOGIES SAID TUESDAY IT WILL OPEN AN INFORMATION TECHNOLOGY CENTER IN BATON ROUGE, A MOVE THEY EXPECT WILL CREATE AT LEAST 300 DIRECT JOBS WITH AN AVERAGE PAY OF $63,000. THE STARTUP COMPANY'S CEO, BRIAN KEANE, SAID AMERITAS WILL RECEIVE A STATE ECONOMIC DEVELOPMENT GRANT OF $125,000 PER YEAR OVER A 10-YEAR PERIOD TO OFFSET LEASING COSTS AT THE CHASE TOWER IN THE DOWNTOWN AREA. THE COMPANY WILL ALSO GET TAX BREAKS THROUGH THE STATE'S QUALITY JOBS AND DIGITAL INTERACTIVE MEDIA AND SOFTWARE DEVELOPMENT INCENTIVES. AMERITAS WILL START HIRING IN SEPTEMBER AND OPEN BY OCTOBER AND THAT THE COMPANY EXPECTS TO REACH THE 300 MARK ON STAFFING BY 2016.

BESE APPROVES AN ACCOUNTABILITY PLAN FOR THE 119 PRIVATE SCHOOLS RECEIVING STATE FUNDING TO EDUCATE FORMER PUBLIC SCHOOL STUDENTS. UNDER THE PLAN, SCHOOLS IN THE VOUCHER PROGRAM THAT REACH CERTAIN ENROLLMENT STANDARDS, COULD LOSE THEIR PUBLIC FUNDING, IF THEIR VOUCHER STUDENTS DO NOT PERFORM WELL ON STATE TESTS. THE ACCOUNTABILITY PLAN FOR VOUCHER SCHOOLS WAS APPROVED BY BESE ON A NINE TO TWO VOTE.

ACCORDING TO A LIST RELEASED YESTERDAY BY THE STATE BOARD OF ED, BEAU VER CHRISTIAN ACADEMY IN DERIDDER, INITIALLY APPROVED FOR 119 VOUCHER SEATS, WAS ELIMINATED FROM THE LOUISIANA SCHOLARSHIP PROGRAM, WHILE FOUR OTHER CENTRAL LOUISIANA SCHOOLS WILL RECEIVE VOUCHERS. ST. FRANCES CABRINI SCHOOL IN ALEXANDRIA WAS AWARDED THE 41 SEATS IT REQUESTED. HOLY SAVIOR MENARD CENTRAL HIGH SCHOOL, ALSO IN ALEXANDRIA, APPLIED FOR 55 SEATS AND WAS AWARDED 17. CENLA CHRISTIAN ACADEMY IN ALEXANDRIA APPLIED FOR 72 SEATS AND 29 WILL BE FILLED. . ST. MARY'S ASSUMPTION SCHOOL IN COTTONPORT APPLIED FOR SIX SEATS AND WILL FILL "LESS THAN 10.

GOV. BOBBY JINDAL SAID TUESDAY HE'S CONFIDENT LSU'S NETWORK OF PUBLIC HOSPITALS AND CLINICS WILL SAFEGUARD HEALTH CARE SERVICES, DESPITE CUTS THAT STRIP A QUARTER OF THE SYSTEM'S FUNDING. LAWMAKERS HAVE SAID THEY DON'T UNDERSTAND HOW THE UNIVERSITY-RUN HEALTH CARE SYSTEM CAN SHRINK ITS BUDGET BY $329 MILLION THIS YEAR WITHOUT SHUTTING FACILITIES THAT TAKE CARE OF THE POOR AND UNINSURED.

THE TIMES-PICAYUNE, WHICH IS OWNED BY ADVANCE PUBLICATIONS INC., ANNOUNCED PLANS IN JUNE TO CONVERT THE 175-YEAR-OLD NEW ORLEANS DAILY TO A 24-HOUR DIGITAL NEWS OPERATION WITH A PRINT EDITION ONLY ON WEDNESDAYS, FRIDAYS AND SUNDAYS. THE NEWSPAPER ALSO SAID IT WILL REDUCE NEWS STAFF.

THE ST. MARY PARISH SHERIFF'S OFFICE SAYS A 36-YEAR-OLD MAN TRIED TO KILL HIS PARENTS. ERIC VINING OF FRANKLIN WAS BOOKED ON TWO COUNTS OF ATTEMPTED SECOND-DEGREE MURDER AFTER HIS PARENTS WERE FOUND IN THEIR HOME WITH STAB WOUNDS AND THEIR THROATS SLASHED. THE SHERIFF SAYS VINING'S PARENTS ARE IN STABLE CONDITION AT A LOCAL HOSPITAL.

HE SAYS IT ALSO REQUIRES NEW DRIVERS 18 YEARS AND OLDER TO HAVE 8 HOURS OF BEHIND-THE-WHEEL TRAINING IN ADDITION TO THE 6 HOURS OF CLASSROOM INSTRUCTION.

A TEENAGE GIRL HAS HAS BEEN BOOKED INTO A JUVENILE DETENTION CENTER FOR CALLING IN A BOMB THREAT TO A DOLLAR GENERAL STORE IN LAKE CHARLES. CALCASIEU PARISH SHERIFF'S OFFICE SPOKESWOMAN KIM MYERS SAYS THE TEEN HAD NO CONNECTION TO ANYONE IN THE STORE, SHE TOLD DETECTIVES SHE CALLED IN THE THREAT SIMPLY BECAUSE SHE WAS BORED.

LAWYERS FOR THE LOUISIANA SUPREME COURT CLAIM ONE OF ITS JUSTICES IS ASKING A FEDERAL JUDGE TO IMPERMISSIBLY INTERFERE WITH THE AUTHORITY OF THE STATE'S HIGHEST COURT TO DECIDE WHO SHOULD BE ITS NEXT CHIEF JUSTICE. IN A COURT FILING TUESDAY, THE STATE SUPREME COURT'S ATTORNEYS ARGUE THAT U.S. DISTRICT JUDGE SUSIE MORGAN DOESN'T HAVE JURISDICTION OVER THE CLAIMS BROUGHT BY JUSTICE BERNETTE JOHNSON. JOHNSON'S FEDERAL LAWSUIT SEEKS TO BLOCK HER COLLEAGUES FROM DEBATING AND VOTING ON WHETHER SHE OR JUSTICE JEFFREY VICTORY IS LEGALLY ENTITLED TO SUCCEED CHIEF JUSTICE CATHERINE "KITTY" KIMBALL WHEN SHE RETIRES NEXT YEAR. JOHNSON ARGUES SHE IS NEXT IN LINE FOR THE JOB UNDER THE TERMS OF THE STATE CONSTITUTION BECAUSE SHE QUALIFIES AS THE COURT'S LONGEST-SERVING JUSTICE. VICTORY ALSO STAKES A CLAIM TO THAT DISTINCTION.

A COURT-SUPERVISED AGREEMENT ANNOUNCED TUESDAY TO OVERHAUL THE NEW ORLEANS POLICE DEPARTMENT WILL REQUIRE THE TROUBLED AGENCY TO IMPLEMENT THE MOST SWEEPING POLICE REFORMS EVER NEGOTIATED BY THE JUSTICE DEPARTMENT.
ATTORNEY GENERAL ERIC HOLDER JOINED MAYOR MITCH LANDRIEU IN ANNOUNCING THE SIGNING OF A FEDERAL CONSENT DECREE DESIGNED TO CLEAN UP A POLICE FORCE THAT HAS BEEN PLAGUED BY DECADES OF CORRUPTION AND MISMANAGEMENT. THE DEPARTMENT CAME UNDER RENEWED SCRUTINY FOLLOWING A STRING OF POLICE SHOOTINGS IN THE CHAOTIC AFTERMATH OF HURRICANE KATRINA IN 2005.

NICHOLLS STATE HAS THE GO AHEAD TO BEGIN WORK ON A LARGER CAMPUS FOR THE CHEF JOHN FOLSE CULINARY INSTITUTE. THE STATE BOND COMMISSION AUTHORIZED EIGHT-POINT-ONE MILLION DOLLARS FOR CONSTRUCTION. ACCORDING TO A SCHOOL OFFICIAL, THE NEW BUILDING WILL MAKE THE INSTITUTE A SCHOOL WITH NATIONAL APPEAL. HE SAYS THE NEW FACILITY WILL BOAST MORE KITCHEN AND CLASSROOM SPACE AND UPDATED EQUIPMENT.
