NEIGHBORS OF FOUR CHILDREN KILLED IN A FIRE IN RAYNE OVER THE WEEKEND SAY THEY HAD TOLD POLICE THEIR MOTHER LEFT HER CHILDREN, AGED 2 THROUGH FIFTH GRADE, HOME ALONE. MELINDA MILLER SAID SHE HAD CALLED POLICE FRIDAY NIGHT TO REPORT THAT THE CHILDREN HAD BEEN LEFT WITHOUT AN ADULT, BUT THEY WERE RELEASED BACK TO THEIR MOTHER SATURDAY — THE DAY OF THE FIRE. THE OLDEST CHILD WAS STAYING WITH RELATIVES WHEN THE FIRE BROKE OUT IN THE HOUSE TRAILER SHORTLY BEFORE MIDNIGHT SATURDAY, KILLING THE CHILDREN. SEVERAL NEIGHBORS TRIED TO BREAK IN TO RESCUE THE CHILDREN, BUT THE HEAT WAS TOO INTENSE. THE CHILDREN'S MOTHER,26 YEAR OLD SHAQUETA MCDADE WAS BOOKED SUNDAY WITH FOUR COUNTS OF NEGLIGENT HOMICIDE.

ALEXANDRIA POLICE ARRESTED A HOMELESS MAN SATURDAY AND CHARGED WITH WITH ROBBERIES OF A PHARMACY AND CONVENIENCE STORE. 33 YEAR OLD JOE HILLARD JR WAS CHARGED HIM WITH SIMPLE ROBBERY (TWO COUNTS), FIRST DEGREE ROBBERY AND RESISTING AN OFFICER (TWO COUNTS). APD OFFICERS RESPONDED TO A ROBBERY OF A PHARMACY LOCATED IN THE 700 BLOCK OF BOLTON AVENUE SHORTLY BEFORE NOON SATURDAY. HILLARD WAS ARRESTED ON MAGNOLIA STREET FOLLOWING A SHORT FOOT CHASE. FURTHER INVESTIGATION FOUND HILLARD ALLEGEDLY ROBBED A JACKSON STREET CONVENIENCE STORE ON JACKSON STREET TWICE THAT SAME MORNING, AROUND 5 A.M. AND AGAIN SHORTLY BEFORE 9. POLICE SAY THERE WAS NO WEAPON INVOLVED.

ANOTHER SHOCKING ALLEGATION MADE AGAINST THE NEW ORLEANS SAINTS. ESPN REPORTS THAT SAINTS GENERAL MANAGER MICKEY LOOMIS WAS ABLE TO EAVESDROP OF OPPOSING TEAM COACHES FOR ALL OF THE 2003 AND 2004 SEASONS. A SAINTS SPOKESMAN SAYS THE ACCUSATIONS ARE "1000 PERCENT FALSE". LOOMIS ALREADY HAS BEEN SUSPENDED FOR HIS ROLE IN THE "BOUNTYGATE" PAY-FOR-INJURY PROGRAM. NFL ACTION AGAINST INDIVIDUAL SAINTS PLAYERS FOR "BOUNTYGATE" MAY BE FORTHCOMING.

LAWMAKERS HAVE REACHED THE HALFWAY POINT IN THIS YEAR'S REGULAR LEGISLATIVE SESSION. IN THAT TIME, THEY HAVE PASSED GOVERNOR JINDAL'S SWEEPING PUBLIC EDUCATION REFORMS...BUT HAVE MADE LITTLE PROGRESS WITH STATE WORKER PENSION REFORMS, OR WITH BALANCING THE $25-BILLION BUDGET FOR THE FISCAL YEAR THAT STARTS JULY 1ST. DISPUTES ARE OVER FAMILIAR STICKING POINTS, LIKE USING ONE-TIME REVENUES TO PAY FOR RECURRING EXPENSES. THERE ARE SIX WEEKS LEFT IN THE SESSION. IT'S SCHEDULED TO END AT 6PM ON MONDAY, JUNE 4TH.

THE HOUSE UNANIMOUSLY BACKED A PROPOSAL MONDAY TO STRENGTHEN LOUISIANA'S BAN ON EUTHANASIA AND ASSISTED SUICIDE. THE MEASURE (HOUSE BILL 1086) BY REP. ALAN SEABAUGH, R-SHREVEPORT, WOULD SPELL OUT THAT SOMEONE AUTHORIZED TO APPROVE MEDICAL PROCEDURES FOR ANOTHER PERSON MAY NOT APPROVE ANY PROCEDURE THAT WOULD BE CONSIDERED ASSISTED SUICIDE. THAT PROHIBITION ALSO WOULD BE EXTENDED TO INCLUDE SURGICAL OR MEDICAL TREATMENT FOR THE DEVELOPMENTALLY DISABLED OR NURSING HOME RESIDENTS WHO MAY BE UNABLE TO MAKE THEIR OWN MEDICAL DECISIONS.
LOUISIANA ALREADY HAS A PROHIBITION IN CRIMINAL LAW AGAINST EUTHANASIA AND ASSISTED SUICIDE. BUT SEABAUGH SAID HE WANTED TO MAKE SURE IT WAS CLEAR IN THE STATE'S MEDICAL CONSENT LAW.

A LEESVILLE STATE LAWMAKER SURROUNDED HIMSELF WITH TEACHERS, FIREMEN, STATE RETIREES AND OTHERS TO SPEAK OUT AGAINST GOVERNOR JINDAL'S PROPOSED STATE WORKER PENSION REFORMS. DEMOCRAT HOUSE MEMBER JAMES ARMES SAYS HE WANTS TO SHED LIGHT ON THE PLAN HE SAYS THE GOVERNOR HAS "CRAMMED DOWN THE THROATS" OF STATE EMPLOYEES. ARMES SAYS THE GOVERNOR IS TRYING TO TURN PENSIONS OVER THE SAME WALL STREET INVESTORS WHO HELPED DRIVE THE U.S. ECONOMY INTO RECESSION.

THE INTENTIONAL SENDING OF SEXUALLY EXPLICIT TEXT MESSAGES WOULD BE CONSIDERED A MISDEMEANOR CRIME, CARRYING A FINE OF $100 TO UP TO $500, UNDER A PROPOSAL APPROVED BY THE SENATE. THE BILL BY SEN. ROBERT ADLEY, R-BENTON, HEADS NEXT TO THE HOUSE FOR DEBATE.

BOTH THE HOUSE AND SENATE HAVE BACKED PROPOSALS TO INCREASE PENALTIES FOR CRIMES ASSOCIATED WITH STREET GANGS, LIKE INCITING OR PARTICIPATING IN A RIOT, AGGRAVATED CRIMINAL DAMAGE TO PROPERTY, ASSAULT BY DRIVE-BY SHOOTING AND LOOTING. ONE VERSION WILL HAVE TO GET PASSAGE FROM BOTH CHAMBERS BEFORE REACHING FINAL PASSAGE

SHRIMP PROCESSORS ARE UPSET THEY ARE EXCLUDED FROM BP'S PROPOSED CLASS-ACTION SETTLEMENT FOR ECONOMIC DAMAGES AS A RESULT OF THE 2010 GULF OF MEXICO OIL SPILL. AIRPORT SPOKESPERSON MICHELLE WILCUT SAYS TRAVELERS WILL NOTICE THE CHANGES. SOME OF THEM BEING NEW PARKING FACILITES, A NEW GIFT SHOPS & A NEWS STAND AND NEW RESTAURANTS.

A CREW OF FOREST SERVICE EMPLOYEES LOCATED 186 ABANDONED TIRES IN THE CALCASIEU DISTRICT OF THE KISATCHIE NATIONAL FOREST COVERING PORTIONS OF VERNON AND RAPIDES PARISHES. U.S FOREST SERVICE SPOKESPERSON JIM CALDWELL SAYS ITS A SHAME THAT ANYONE WOULD DUMP TRASH ON SUCH SCENIC AREAS AS OUR NATIONAL FOREST. CALDWELL SAYS THEY ARE PARTNERING WITH LAW ENFORCEMENT TO HELP CURTAIL THE DUMPING PROBLEM. CALDWELL SAYS A TWO-DOLLAR FEE AT A TIRE SHOP CAN SAVE SOMEONE A 300-DOLLAR FINE. OLD TIRES CAN BE RECYCLED FOR USE IN PLAYGROUNDS, WALKING PATHS AND OTHER RECREATIONAL USES

THE JUSTICE DEPARTMENT SAYS IT FOUND "ALARMING CONDITIONS" IN A RECENT INSPECTION OF THE NEW ORLEANS JAIL AND UNCOVERED PERSISTENTLY HIGH RATES OF PRISONER-ON-PRISONER VIOLENCE AND STAFF MISCONDUCT. IN A 21-PAGE LETTER MONDAY TO ORLEANS PARISH SHERIFF MARLIN GUSMAN, A JUSTICE DEPARTMENT OFFICIAL SAYS THE JAIL IS A "VIOLENT AND DANGEROUS INSTITUTION" AND ACCUSES JAIL OFFICIALS OF FAILING TO TAKE BASIC STEPS TO CORRECT "SYSTEMIC ISSUES" AND "SERIOUS CONSTITUTIONAL VIOLATIONS" THAT WERE IDENTIFIED IN A 2009 REPORT BY THE DEPARTMENT. GUSMAN'S OFFICE AND THE JUSTICE DEPARTMENT HAVE BEEN NEGOTIATING TERMS OF A CONSENT DECREE THAT WOULD REQUIRE CHANGES AT ORLEANS PARISH PRISON, THE CITY'S ONLY JAIL. THE DEPARTMENT SAID IT WILL CONSIDER SUING IF GUSMAN'S OFFICE FAILS TO NEGOTIATE IN GOOD FAITH.

POLICE HAVE ARRESTED A 27-YEAR-OLD CROWLEY WOMAN ACCUSED OF KILLING A 1-YEAR-OLD GIRL SHE WAS BABYSITTING. 27 YEAR OLD LATONYA ISMAIL WAS ARRESTED SUNDAY MORNING ON ONE COUNT OF FIRST-DEGREE MURDER. THE INVESTIGATION REVEALED THAT THE 1-YEAR-OLD FEMALE HAD BEEN PHYSICALLY ABUSED BY ISMAIL, WHO IS NOT RELATED BUT WAS LIVING WITH THE VICTIM’S FAMILY.
