THE GOVERNOR'S OFFICE OF HOMELAND SECURITY AND EMERGENCY PREPAREDNESS SAYS THE FEDERAL GOVERNMENT WILL CONDUCT THE FIRST NATIONWIDE TEST OF THE EMERGENCY ALERT SYSTEM TODAY AT 1PM. GOHSEP COMMUNICATION SECTION CHIEF BENJAMIN BOURGOYNE SAYS THIS WILL BE THE FIRST TIME AN EAS TEST WILL BROADCAST SIMULTANEOUSLY ACROSS THE US. BOURGOYNE (BER-GOIN) SAYS THE TEST WILL LAST ABOUT 30 SECONDS AND WILL BE BROADCAST ON EVERY TELEVISION, RADIO, CABLE AND SATELLITE PROVIDER IN THE COUNTRY. HE SAYS A NATIONAL E-A-S WILL ALLOW THE PRESIDENT TO ADDRESS THE AMERICAN PEOPLE WITHIN A MATTER OF MINUTES. BOURGOYNE SAYS THE TEST IS ONLY A PRECAUTIONARY MEASURE, BUT IT IS A GOOD REMINDER TO LOUISIANA RESIDENTS TO MAKE SURE THEY HAVE A GAME PLAN IN PLACE FOR AN ACTUAL EMERGENCY.

THE OBAMA ADMINISTRATION SAYS IT'S DEEPWATER OIL & GAS LEASING PLAN CALLS FOR 12 LEASE SALES IN THE GULF OVER 5 YEARS, BUT ONE LOUISIANA CONGRESSMAN SAYS THAT'S NOWHERE NEAR ENOUGH. LAFAYETTE US REP. CHARLES BOUSTANY SAYS HE'LL BE AMONG VOICES ASKING FOR MORE DEEPWATER LEASE SALES AND FOR THE REACTIVATION OF SHALLOW WATER ACTIVITY--WHICH HAS BEEN SLOWED TO A CRAWL EVER SINCE THE 2010 DRILLING MORATORIUM. BOUSTANY SAYS WHITE HOUSE POLICY ON DOMESTIC ENERGY DOESN'T MAKE SENSE TO HIM AND THAT NORMALIZING THE PACE OF GULF ENERGY ACTIVITY COULD PROVIDED NEEDED REVENUE AND JOBS..:

A STATE LAWMAKER SAYS IT'S TIME TO INSTALL HANDRAILS ON THE STEPS OF THE STATE CAPITOL, AFTER A HAMMOND BOY BROKE SEVERAL BONES IN A FALL FROM THE STAIRS LAST WEEK. WILDLIFE & FISHERIES SECRETARY BOB BARHAM SAYS THE STATE AND A BOGALUSA PAPER MILL HAVE REACHED A CASH SETTLEMENT FOR THE AUGUST POLLUTION RELEASE THAT KILLED MORE THAN A HALF-MILLION FISH ON THE PEARL RIVER. BARHAM SAYS TEMPLE INLAND WILL PAY $760-THOUSAND. BARHAM SAYS THE WATER CONDITION OF THE PEARL NOW IS GOOD. IT WAS RECENTLY RESTOCKED WITH HUNDREDS OF THOUSANDS OF FISH.

THE LOUISIANA DEPARTMENT OF VETERANS AFFAIRS HAS ISSUED DISABILITY PAYMENTS TO TWO NATIONAL GUARD SOLDIERS FOR INJURIES THEY RECEIVED IN THE LINE OF DUTY. THEY ARE THE FIRST PAYMENTS MADE UNDER A STATE LAW PASSED IN 2007. VETERANS AFFAIRS SECRETARY LANE CARSON SAYS ONLY TWO OF 13 CLAIMS HAVE BEEN APPROVED SO FAR. TO QUALIFY FOR THE BENEFIT, SOLDIERS MUST BE CERTIFIED AS 100-PERCENT PERMANENTLY AND TOTALLY DISABLED. CARSON SAYS HE WILL MEET WITH LAWMAKERS TO DISCUSS CHANGING THE LANGUAGE OF THE LAW TO MAKE IT EASIER TO QUALIFY

STATE POLICE SAY A 2-VEHICLE CRASH IN VERMILION PARISH TOOK THE LIFE OF A 12-YEAR-OLD BOY. TROOPERS REPORT THE CHILD WAS A PASSENGER IN AN SUV THAT MADE A LEFT TURN ACROSS THE PATH OF AN 18-WHEELER ON LA 35 YESTERDAY MORNING. THE VEHICLE WAS HIT BROADSIDE--KILLING THE BOY AND CRITICALLY INJURING THE DRIVER. THE BIG RIG DRIVER WAS NOT SERIOUSLY HURT. THE CRASH IS UNDER INVESTIGATION.

A NEW ORLEANS HOSPITAL IS NOW ABLE TO REPLACE A PATIENT'S HEART VALVE WITHOUT THE NEED FOR OPEN HEART SURGERY. OCHSNER MEDICAL CENTER IS ONE OF 22 SITES IN THE UNITED STATES APPROVED FOR THIS NEW IMPLANT HEART VALVE PROCEDURE. DOCTOR STEPHEN RAMEE OF OCHSNER HOSPITAL SAYS THE PROCEDURE INVOLVES CARRYING VALVE TISSUE THROUGH A STATE-OF-THE-ART CATHETER FROM THE LEG, UP TO THE STILL BEATING HEART. RAMEE SAYS RECOVERY TIME IS SHORTER AND PATIENTS COULD RESUME DAILY ACTIVITIES WITHIN A MONTH OF THE PROCEDURE.

E FEDERAL GOVERNMENT IS SEEKING TO OVERTURN A 2009 RULING THAT FOUND THE ARMY CORPS OF ENGINEERS RESPONSIBLE FOR MASSIVE FLOODING AFTER HURRICANE KATRINA BECAUSE IT FAILED TO PROPERLY MAINTAIN A NAVIGATION CHANNEL KNOWN AS THE MR. GO. A LANDMARK RULING BY U.S. DISTRICT JUDGE STANWOOD DUVAL IS SCHEDULED TO BE HEARD TODAY BY A PANEL OF THE 5TH U.S. CIRCUIT COURT OF APPEALS IN NEW ORLEANS.
DUVAL RULED THAT THE CORPS' SHODDY WORK TO MAINTAIN THE CHANNEL LED TO THE FLOODING OF ST. BERNARD PARISH AND THE LOWER 9TH WARD. THE FEDS DON’T DENY THAT. BUT. FEDERAL LAWYERS WILL ARGUE, AS THEY DID AT TRIAL, THAT THE FEDERAL GOVERNMENT IS IMMUNE FROM LIABILITY AS STIPULATED BY THE FLOOD CONTROL ACT OF 1928.

MISSISSIPPI VOTERS ON TUESDAY APPROVED A PROPOSED CONSTITUTIONAL AMENDMENT TO REQUIRE THAT VOTERS PRESENT GOVERNMENT-ISSUED IDENTIFICATION AT THE POLLS.
THE ISSUE HAS BEEN DEBATED AT THE MISSISSIPPI LEGISLATURE FOR 15 YEARS. REPUBLICAN SEN. JOEY FILLINGANE OF SUMRALL WITH BACKING OF THE MISSISSIPPI GOP LAUNCHED A PETITION DRIVE THAT GOT THE INITIATIVE ON THE BALLOT. THE AMENDMENT SEEKS TO REQUIRE EVERY PERSON VOTING IN MISSISSIPPI TO SHOW A DRIVER'S LICENSE OR OTHER GOVERNMENT-ISSUED PHOTO ID AT THE POLLS.

REPUBLICAN PHIL BRYANT OF BRANDON WON THE MISSISSIPPI GOVERNOR'S RACE TUESDAY, DEFEATING DEMOCRAT JOHNNY DUPREE OF HATTIESBURG. BRYANT WILL TAKE OFFICE JAN. 10 TO SUCCEED REPUBLICAN HALEY BARBOUR, WHO COULDN'T SEEK A THIRD TERM AS GOVERNOR. THE 56 YEAR OLD BRYANT MAKES HISTORY AS THE FIRST REPUBLICAN TO SUCCEED ANOTHER REPUBLICAN AS MISSISSIPPI GOVERNOR IN MODERN TIMES. BARBOUR UNSEATED A ONE-TERM DEMOCRAT IN 2003.
