YESTERDAY THE APD REPORTED THAT INMATE WHO WAS STRUCK BY ONCOMING TRAFFIC ON COLISEUM BLVD FRIDAY IS STILL IN CRITICAL CONDITION. 38 YEAR OLD SYLVERTER MILLER OF NEW ORLEANS WAS CRITICALLY INJURED WHEN HE WAS STRUCK BY A JEEP BEING DRIVEN BY 38 YEAR OLD KELLY TUTTLE OF PINEVILLE. TUTTLE’S VEHICLE ALSO STRUCK A CITY SANITATION TRUCK, INJURING IT’S DRIVER AS WELL. POLICE SAY THEIR INVESTIGATION CONTINUES AND THAT CHARGES MAY BE FORTH COMING.

ANOTHER COOL FRONT IS MOVING THROUGH THE STATE, BRINGING US THE COOLEST WEATHER OF THE SEASON. STATE CLIMATOLOGIST BARRY KEIM SAYS WHILE THE COLD FRONT MOVES IN TODAY, THE CANADIAN AIR WILL SETTLE IN LATER IN THE WEEK. KEIM SAYS NORTHERN PARISHES WILL SEE LOW TEMPERATURES IN THE UPPER 30S THURSDAY MORNING, BUT A FREEZE IS NOT EXPECTED. FOR THE SOUTHERN HALF OF THE STATE, THE COLD FRONT WILL PRODUCE DRY AND WINDY WEATHER CONDITIONS RESULTING IN A FIRE WEATHER WATCH FOR SOUTHWEST LOUISIANA. KEIM SAYS WE COULD USE SOME MUCH NEEDED RAIN. BUT, IT DOESN’T LOOK LIKE THAT’S IN THE CARDS FOR THE FORESEEABLE FUTURE.

THE FEDERAL GOVERNMENT DECLARES THE ENTIRE STATE OF LOUISIANA AS AN AGRICULTURE DISASTER AREA FOR 2011. STATE AG COMMISSIONER MIKE STRAIN SAYS LOUISIANA RECEIVED THE DESIGNATION FROM THE U-S DEPARTMENT OF AG, BECAUSE OF THE MANY CHALLENGES FARMERS FACED THIS YEAR. STRAIN SAYS THE DECLARATION IS BASED ON COMBINED EFFECTS OF FLOODING, THE HEAT, DROUGHT AND TORNADOES. HE SAYS THIS WILL ALLOW FARMERS TO RECOUP THEIR FINANCIAL LOSSES BECAUSE OF THE WEATHER. THE DECLARATION COVERS ALL 64 PARISHES IN LOUISIANA.

GOVERNOR BOBBY JINDAL ANNOUNCES LOUISIANA'S HIGH SCHOOL GRADUATION RATE HAS INCREASED ALMOST 4 PERCENT IN THE PAST YEAR. JINDAL ALSO SAYS THAT THE DROPOUT RATE HAS DECREASED FROM 17 PERCENT TO 14.6 PERCENT BETWEEN THE 2009 AND 2011 SCHOOL YEARS. JINDAL SAYS THESE NUMBERS ARE PROOF THAT EDUCATION REFORMS ARE WORKING. THE GOVERNOR’S ANNOUNCEMENT YESTERDAY CAME A FEW DAYS AFTER PAR RELEASED A REPORT SAYING ONE AND SIX HIGH SCHOOL FRESHMAN FAIL TO GRADUATE, AND OFFERED WAYS TO FIX THE PROBLEM.

ROUGHLY 160,000 LOUISIANA RESIDENTS HAVE CAST BALLOTS IN EARLY VOTING FOR THE OCT. 22 ELECTIONS, A 12 PERCENT INCREASE OVER THE LAST GUBERNATORIAL ELECTION FOUR YEARS AGO. KYLE ARDOIN OF THE SECRETARY OF STATE'S OFFICE SAYS AT LEAST 159,542 EARLY VOTES WERE CAST BY SATURDAY'S DEADLINE. THE NUMBER, WHICH DOESN'T INCLUDE PLAQUEMINES PARISH, WILL RISE AS MAILED BALLOTS FROM MILITARY AND DISABLED VOTERS ARE COUNTED. ARDOIN SAID COLLEGE FOOTBALL LIKELY WAS A KEY FACTOR IN THE INCREASED NUMBER OF EARLY VOTES.

ROBERT "BOB" WAGNER, WHO HELPED FOUND THE KISATCHIE-DELTA REGIONAL PLANNING & DEVELOPMENT DISTRICT AND LATER SERVED AS ITS EXECUTIVE DIRECTOR, HAS DIED.. WAGNER PASSED SATURDAY IN WEST MONROE. SERVICES WILL BE AT 1 P.M. WEDNESDAY IN THE WORSHIP CENTER OF FIRST BAPTIST CHURCH OF WEST MONROE.
WAGNER WAS EMPLOYED AS KISATCHIE-DELTA'S FIRST ECONOMIC DEVELOPMENT PLANNER FOR ABOUT 20 YEARS AND LATER SERVED AS ITS EXECUTIVE DIRECTOR FOR ABOUT 10 YEARS. WAGNER WAS ALSO A BROADCASTER, OWNING RADIO STATIONS IN JENA AND IN PINEVILLE. WAGNER ALSO PLAYED IN THE CENLA BIG BAND. BOB WAGNER WAS 78 YEARS OLD.

A MEMBER OF THE EAST BATON ROUGE ALCOHOL BEVERAGE CONTROL BOARD IS UNDER ARREST. RALPHEAL JOHNSON WAS ARRESTED MONDAY. ACCORDING TO THE WARRANT JOHNSON, WHO'S ALSO THE VICE PRESIDENT AND EXECUTIVE DIRECTOR OF THE MELROSE EAST COMMUNITY CENTER ASSOCIATION AGREED TO DROP HIS OPPOSITION IN EXCHANGE FOR A $1,500 LUMP SUM CONTRIBUTION AND $150 MONTHLY PAYMENTS TO THE ASSOCIATION.

AFTER SIX YEARS OF WAITING AND 275-MILLION DOLLARS IN REPAIRS AND RENOVATION THE NEW ORLEANS HYATT REGENCY HOTEL REOPENS TODAY. KELLY SCHULZ WITH THE NEW ORLEANS CONVENTION AND VISITORS BUREAU SAYS THE HYATT REGENCY WAS THE ONLY HOTEL IN THE CITY THAT HAS BEEN CLOSED SINCE KATRINA. SHE SAYS THE REOPENING IS IMPORTANT ON MANY LEVELS. THE REBUILT HOTEL WILL OFFER NEW MEETING SPACE FOR SMALLER CONVENTIONS. THE MAIN ENTRANCE WAS RELOCATED TO LOYOLA AVENUE TO MAKE IT EASIER TO GET TO AND FROM THE SUPERDOME. SCHULZ SAYS THE REOPENING COME AT A CRITICAL TIME BECAUSE OF A NUMBER OF BIG EVENTS IN NEW ORLEANS OVER THE NEXT FEW MONTHS.

ST. MARTIN PARISH DEPUTIES ARREST TWO MEN FOR ALLEGEDLY KIDNAPPING TWO 13-YEAR-OLD GIRLS FROM THE BREAUX BRIDGE AREA. THE GIRLS WERE LOCATED BY OFFICERS AND RETURNED HOME SAFELY. THE TWO MEN--AGES 44 AND 31--FACE MULTIPLE KIDNAP CHARGES. THEY'RE IN THE PARISH JAIL.

NEW ORLEANS SAINTS HEAD COACH SEAN PAYTON MAY FACE UP TO 3 MONTHS OF PHYSICAL THERAPY AFTER SUSTAINING A SERIOUS KNEE INJURY DURING SUNDAY'S GAME AGAINST TAMPA BAY. LSU ORTHOPEDICS PROFESSOR KEITH MELANCON SAYS PAYTON TORE THE MEDIAL COLLATERAL LIGAMENT (MCL) AND BROKE HIS KNEE. HE SAYS THAT BREAK COMPLICATES THINGS FOR THE COACH. MELANCON SAYS, BASED ON WHAT HE KNOWS ABOUT SUCH INJURIES, PAYTON IS LIKELY TO BE IN A WHEELCHAIR, OR AT LEAST ON CRUTCHES FOR AT LEAST 2 MONTHS. PAYTON UNDERWENT SURGERY ON THE KNEE MONDAY. HE SAYS HE EXPECTS TO BE BACK AT WORK FOR SUNDAY'S INDIANAPOLIS COLTS GAME.

A REGISTERED SEX OFFENDER IN ACADIA PARISH IS ARRESTED ON CHARGES HE REPEATEDLY RAPED A CHILD--A FEMALE FAMILY MEMBER--OVER AN 8-YEAR PERIOD THAT, ALLEGEDLY, STARTED WHEN SHE WAS 5. 40-YEAR-OLD STONEY LAPOINTE FACES AGGRAVATED RAPE CHARGES. HE HAS TWO PRIOR CONVICTIONS GOING BACK TO 1982. HIS BOND IS SET AT A MILLION DOLLARS.

PSYCHIATRISTS ARE SCHEDULED TO TELL A LOUISIANA JUDGE WHETHER THEY BELIEVE A 30-YEAR-OLD MAN CAN HELP HIS LAWYERS DEFEND HIM AGAINST CHARGES THAT HE BLUDGEONED AND BEHEADED HIS DISABLED 7-YEAR-OLD SON AND PUT THE BOY'S HEAD IN THE YARD. IF LAFOURCHE PARISH JUDGE JOHN LEBLANC RULES THAT JEREMIAH WRIGHT OF THIBODAUX ISN'T COMPETENT TO STAND TRIAL, WRIGHT WOULD GO TO A STATE MENTAL HOSPITAL FOR TREATMENT. POLICE SAY WRIGHT WAIVED HIS RIGHT TO AN ATTORNEY AND CONFESSED THE SAME DAY OF THE MURDER

DID YOU LOOSE A FEW HORSES? THE CADDO PARISH SHERIFF'S OFFICE IS LOOKING FOR THE OWNERS OF THREE STRAY HORSES FOUND IN SOUTH CADDO PARISH. SPOKESWOMAN CINDY CHADWICK SAYS DEPUTIES FOUND A STALLION NEAR KEITHVILLE, A MARE IN KEITHVILLE, AND A GELDING NEAR THE AMERICAN ROSE CENTER. IF THE ANIMALS ARE NOT CLAIMED THEY WILL BE SOLD AT AUCTION.

SPEAKING OF HORSES, TWO ST. LANDRY PARISH TEENS ARE JAILED FOR HORSE THEFT. THE PAIR ALLEGEDLY STOLE SEVEN HORSES DURING FIVE BREAK-INS AT THE PARISH ANIMAL CONTROL SHELTER, OVER THE LATE SUMMER AND EARLY FALL.
