ALEXANDRIA'S CITY COUNCIL IS POISED TO VOTE ON A PROPOSED CITYWIDE BAN ON SMOKING IN BARS, CASINOS AND HOTELS. CARRIE BROUSSARD, WITH THE LOUISIANA CAMPAIGN FOR TOBACCO FREE LIVING, IS IN FULL SUPPORT OF THE PROPOSED ORDINANCE, BECAUSE IT WILL SPARE MORE WORKERS FROM THE HAZARDS OF SECOND-HAND SMOKE..
THE COUNCIL WILL VOTE ON THE MATTER LATER TODAY. SOME PROPRIETORS WORRY THAT THEIR BUSINESS WILL SUFFER IF PATRONS AREN'T ALLOWED TO SMOKE ON THE PREMISES. BROUSSARD SAYS THAT'S BEEN PROVEN NOT TO BE THE CASE.. CHRIS YOUNG IS A LAWYER AND LOBBYIST FOR THE LOUISIANA ASSOCIATION OF BEVERAGE ALCOHOL LICENSEES--BAR OWNERS. HE SAYS THE ALEXANDRIA COUNCIL SHOULD REJECT THE PROPOSAL.

THE FORMER PASTOR OF THE PARADISE BAPTIST CHURCH HAS BEEN SENTENCED TO 25 YEARS IN PRISON. THAT AFTER HE PLED GUILTY TO SEXUALLY ABUSING AN UNDERAGE RELATIVE. THE SEXUAL ENCOUNTERS STARTED WHEN THE GIRL WAS 11 AND ENDED WHEN SHE WAS 14. HOLLAND FARRELL MCMORRIS WILL MOST LIKELY REMAIN IN JAIL FOR THE REST OF HIS LIFE.

DURING TODAY'S MEETING, THE COUNCIL WILL RECEIVE THE FIRST QUARTERLY FINANCIAL REPORT COMPILED BY ACTING FINANCE DIRECTOR DAVID JOHNSON, AS WELL AS AN ADDITIONAL WRITTEN REPORT DETAILING THE CITY'S FINANCIAL STATUS, INCLUDING A $4.3 MILLION POSITIVE SURPLUS VARIANCE FOR FISCAL YEAR 2010-11.

THE RAPIDES PARISH POLICE JURY IS SET TO TAKE ONE OF THE FINAL STEPS TOWARD REBUILDING THE RIGOLETTE ROAD BRIDGE. THE JURY UNANIMOUSLY PASSED A MOTION AWARDING THE CONTRACT FOR THE NEW BRIDGE TO GILCHRIST CONSTRUCTION AT ITS COMMITTEE MEETINGS MONDAY. THE JURY MUST STILL MAKE THE MOTION OFFICIAL AT ITS REGULAR MONTHLY MEETING NEXT MONDAY. THE GILCHRIST BID WAS FOR $830,075, SLIGHTLY BELOW THE LATEST ESTIMATES AND WELL BELOW THE MORE THAN $1 MILLION PARISH OFFICIALS THOUGHT IT WOULD TAKE MONTHS AGO. THE STATE HAS PLEDGED $740,000 TOWARDS CONSTRUCTION COSTS, WITH THE PARISH FUNDING THE REST.
