STATE D.O.T.D. OFFICIALS ARE ASKING DRIVERS WHO USE THE O.K. ALLEN BRIDGE BETWEEN ALEXANDRIA AND PINEVILLE. TO BEGIN TAKING ANOTHER ROUT STARTING TOMORROW. CONSTRUCTION ON THE BRIDGE THAT WILL REPLACE THE O.K. ALLEN AND ITS APPROACHES WILL REDUCE U.S. HIGHWAY 165 ON THE ALEXANDRIA SIDE FROM FOUR LANES TO TWO IN THE AREA APPROACHING THE BRIDGE FOR ABOUT ONE YEAR. OFFICIALS SAY, YOU CAN WITHOUT A DOUBT, EXPECT SOME LONG BACK UPS.

THE LOUISIANA NATIONAL GUARD'S INSPECTOR GENERAL IS RETIRING AFTER 31 YEARS IN THE ARMY AND THREE YEARS IN HIS CURRENT POSITION. COL. JAMES F. BOWIE WILL FORMALLY RETIRE JULY 31. HIS RETIREMENT CEREMONY WAS HELD LAST WEEK AT CAMP BEAUREGARD IN PINEVILLE. THOUGH HE'S LEAVING THE ARMY, HE'LL STILL BE CONNECTED TO THE MILITARY. BOWIE RECENTLY WAS NAMED SENIOR ARMY INSTRUCTOR FOR THE JUNIOR RESERVE OFFICERS' TRAINING CORPS AT MCKINLEY HIGH SCHOOL IN BATON ROUGE. THAT JOB STARTS WITH THE FALL SEMESTER. BOWIE IS A NATIVE OF COLFAX.

POLICE IN WELSH SAY A 20-YEAR-OLD MAN WAS SHOT AND KILLED WHILE HIS GIRLFRIEND AND THREE YOUNG CHILDREN SLEPT IN THE HOUSE. A POLICE DEPARTMENT OFFICIAL SAYS THAT LORENZO HORNE WAS SHOT ONCE EACH IN THE HEAD AND STOMACH, AND TWICE IN THE CHEST, ABOUT 2:30 A.M. SATURDAY. HE SAYS NOBODY ELSE WAS HURT. POLICE BELIEVE THE SHOOTER MAY HAVE WALKED IN THROUGH AN UNLOCKED DOOR. INVESTIGATORS DON'T KNOW OF A MOTIVE. IT'S THE SECOND FATAL SHOOTING THIS YEAR IN WELCH.

AN AUDIT SUGGESTS THE TOWN OF WASHINGTON OWES STATE GOVERNMENT MORE THAN $200,000 FROM SPEEDING TICKETS ISSUED BY POLICE OFFICERS ON INTERSTATE 49. STATE LAW REQUIRES FINES COLLECTED BY LOCAL LAW ENFORCEMENT FROM MOTORISTS EXCEEDING THE SPEED LIMIT BY LESS THAN 10 MILES PER HOUR ON AN INTERSTATE HIGHWAY TO BE TURNED OVER TO THE STATE TREASURY. THE LAW APPLIES ONLY TO LOCAL GOVERNMENTS WITHOUT A HOME RULE CHARTER. WASHINGTON MAYOR JOSEPH PITRE SAYS THAT IF HIS TOWN HAS TO REMIT SPEEDING TICKET REVENUES TO THE STATE, HE WANTS OTHER ST. LANDRY PARISH GOVERNMENTAL AGENCIES THAT PROFITED FROM THEM TO GIVE BACK THEIR REVENUES, TOO. THE AUDIT FOUND WASHINGTON SHOULD HAVE SENT TO THE STATE TREASURY $220,130 IN FINES COLLECTED BETWEEN AUG. 15, 2009, AND JUNE 30, 2010. THE WASHINGTON TOWN COUNCIL CAN LEGALLY KEEP FINES COLLECTED SINCE NOVEMBER 2010, WHEN IT ADOPTED A HOME RULE CHARTER. THE STATE IS LOOKING TO COLLECT THE QUALIFYING FINES IMPOSED BETWEEN THE DAY THE LAW WENT INTO EFFECT AND THE CHARTER'S ADOPTION.

A SOUTH BOSSIER CITY HOMEOWNERS ASSOCIATION HAS SUED TO FORCE A FAMILY TO REMOVE A FRONT YARD SIGN SUPPORTING THEIR SON'S MILITARY SERVICE BECAUSE IT VIOLATED SUBDIVISION COVENANTS. THE TIMES REPORTS THAT THE GARDENS OF SOUTHGATE FILED THE SUIT THIS MONTH AGAINST TIMOTHY AND JODI BURR, WHO HAVE LIVED IN THE SUBDIVISION SINCE 2006. THE BURRS PLACED A LARGE MULTI-COLORED BANNER WITH A PICTURE OF THEIR 20-YEAR-OLD SON, MARINE CORPS LANCE CPL. COREY BURR, AND THE PHRASE "OUR SON DEFENDS OUR FREEDOM" IN JANUARY AFTER COREY BURR WAS DEPLOYED TO AFGHANISTAN. JODI BURR SAYS HER FAMILY WILL FIGHT THE SUIT AND DO NOT INTEND TO REMOVE THE SIGN. AN ATTORNEY REPRESENTING THE ASSOCIATION, DECLINED TO COMMENT. THE BURRS CONTEND SIGNS SUPPORTING A SCHOOL OR TEAM ARE VISIBLE THROUGHOUT THE NEIGHBORHOOD.

LOUISIANA IS WORKING WITH THE US INTERIOR DEPARTMENT TO HAVE THE POVERTY POINT STATE HISTORICAL SITE PLACED ON THE WORLD HERITAGE SITE LIST. POVERTY POINT IS A COMPLEX OF EARTHEN MOUNDS, CONCENTRIC RIDGES AND A LARGE PLAZA BUILT OVER THREE THOUSAND YEARS AGO IN WEST CARROLL PARISH. LT. GOVERNOR JAY DARDENNE SAYS THE SITE COULD BE RECOGNIZED BY 2013.

DUE TO STATE BUDGET CUTBACKS, THE OFFICE OF STATE PARKS IS CHANGING ITS OPERATING HOURS TO FIVE DAYS PER WEEK AT STATE HISTORIC SITES. STATE PARK ASSISTANT SECRETARY STUART JOHNSON SAYS EFFECTIVE AUGUST 1ST, SITES WILL BE OPEN WEDNESDAYS THROUGH SUNDAYS FROM 9AM-5PM. HE SAYS THE DAYS WERE CHOSEN BASED ON VISITATION FIGURES, BUT ARE SUBJECT TO CHANGE.
